Fish arrivals are down, ice is down, but BFDC is still profitable

 POBNEWS24, Dhaka, Apr 9, 2023 : The then Soviet Union gifted 10 sea fishing trawlers to Bangladesh in 1972. Bangladesh Fisheries Development Corporation (BFDC) started commercial fishing with them for the ‘first time’ in the Bay of Bengal. They used to sell sea fish in different districts including Dhaka.

Out of those 10 there are now 8 trawlers. 3 of them are useless. The remaining 5 were leased long ago by BFDC, through which they got rid of fishing in the sea.

As fishing in the sea has stopped, the arrival of fish in the fisheries landing centers of the Fisheries Development Corporation is decreasing. Declining ice production. Processing of fish for export at processing centers under the corporation is also on the decline. Meanwhile, they are involved in selling fish in Dhaka. Construction and repair of fishing trawlers increased the scope of factories or dockyards.

Fisheries Development Corporation is also in profit. They do not have to take subsidy from the government. However, the stakeholders of the fisheries sector feel that the broad objectives of the Fisheries Development Corporation are not being fulfilled.

The objectives of the Fisheries Development Corporation in the 1973 Act are to take measures for the development of fisheries and fisheries, establishment of fisheries, establishment of units for harvesting of fish, development of a more integrated system for the equitable utilization of fisheries resources, provision of advance loans to fisheries and fishermen co-operative societies, survey and exploration of fisheries resources. Taking measures, research on methods of fishing, processing, transportation, preservation and marketing, establishment of institutions for export of fish and fish products etc.

On March 27, I went to the office of BFDC in Karwan Bazar of the capital to talk about the extent to which these goals have been met, but I was not allowed to meet the chairman of the organization, Kazi Ashraf Uddin. He is Director (Finance). Fazlul suggested talking to Haque. Fazlul Haque did not want to talk about the matter officially.

Asset value is Tk 1,100 crore

Fisheries Development Corporation was established in 1964. Then the name was East Pakistan Fisheries Development Corporation. After independence it was renamed Bangladesh Fisheries Development Corporation. According to an audit of June 2020, the immovable assets of BFDC are around Tk 1,100 crore. There are also movable assets of around Rs. 90 crores.

BFDC’s major sources of income are rent of land, buildings, warehouses and dockyards, proceeds from fish sales and landings, water sales, interest against bank deposits, etc. They have rented a large part of their head office in Dhaka’s caravan market.

The annual report of the organization says that in the financial year 2021-22 they have made a profit of Tk 11 crore 36 lakh. According to the data for the financial year 2020-21, the organization has a workforce of 288 people. 443 posts are vacant.

Fish arrival is decreasing

The major function of BFDC is to manage fish landing centres. They have 17 fish landing centers in different parts of the country. These centers have been set up to trade, store and process fish caught and farmed from open water bodies. They are actually fish hides. The fish landing centers are rented out by the Corporation to the fishermen. There is no direct involvement of the Corporation staff in the activities of fish landing, conservation and wholesale market. Some manpower is engaged in operating the ice mill and office operations at the landing center.

According to the annual report of the Ministry of Fisheries and Livestock, BFDC had eight landing centers in the financial year 2018-19. In that fiscal year, 26 thousand 178 tons of fish were landed in these centers. In FY 2021-22, the number of landing centers increased to 17. But the fish landing decreased to 24 thousand tons.

Seven of BFDC’s fish landing centers have been constructed in the last five years. Corporation officials said four landing centers are yet to be operational. One of these is Sunamganj Fish Landing Centre. Its construction started in 2018, said the people concerned. Ended in June 2021. But not launched yet.

The fish landing center has been built on one acre of land on the banks of Surma river in Wejkhali area of ​​Sunamganj town. 9.5 crore rupees have been spent. On Saturday afternoon, it was seen that the fish landing center on the side of the Sunamganj-Sylhet regional road has an auction tent, packaging center, warehouse, ice mill, office and dormitory and electricity substation. They are lying empty.

The concerned persons also said that fish traders have been approached several times to start the centre. They took the initiative to come. But he did not come. The activities did not start because the traders did not come. There is another fish trap nearby.

Office Assistant Arun Chakma is found in the dormitory of the landing center. He told Prothom Alo that there is an ice mill operator and two security personnel besides him at the landing center. The manager will join next month.

When the officials of Parerhat Fish Landing Center in Pirojpur, Mahipur Fish Landing Center in Patuakhali and Bhairab Fish Landing Center in Kishoreganj were contacted by phone, they said that they cannot be opened because the fishermen do not want to go. There are other problems.

Alipur Fish Landing Center in Patuakhali, Ramgati Fish Landing Center in Laxmipur and Mohanganj Fish Landing Center in Netrokona are not functioning well. There are already private fish landing centers in these places, people take more fish from them.

BFDC has a fish landing center at Jatrabari in the capital. Name: Dhaka Metropolitan Modern Fisheries Marketing Facility Centre. Traders are very interested in bringing fish to this center.

It is also alleged that the lessee did not return the money from the traders on this occasion. When they went to the landing center on February 27, some fish traders said that the previous lessee of the center had taken a deposit of Tk 80,000 to 1 lakh from about 70 traders. He did not return it. The new lessee is also taking security deposit.

An official of the center claimed that their contract was with the lessee. There is no rule to give security deposit to the lessee. If someone gives it, he is responsible. Of course, the owner of a fish farm named Al-Madina. Monir told Prothom Alo , “If we don’t pay in advance, we won’t get a place.”

Kaptai Lake is treated as a fish landing center by BFDC. In this lake they release fish fry. Supervises They also allow fishermen to catch fish. In return, the corporation receives a portion of the price of the fish. For example, the corporation gets Tk 40 per kg of large cuttle fish. It should be noted that slightly more than 20 thousand tons of fish have been caught from Kaptai Lake in the fiscal year 2021-22.

Fish processing is declining

The Corporation has fish processing facilities at four of its fish landing centres. This facility is kept for processing fish for export. Officials said two processing centers have been idle for many years — one in Narayanganj, the other in Bagerhat’s Mongla. Two are operational—one inside the Chittagong port, the other in Cox’s Bazar.

According to the annual report of the Ministry of Fisheries and Livestock, BFDC has processed and stored about 1 lakh 18 thousand tons of fish in the financial year 2019-20. In the last financial year, it has come down to 85 thousand tons.

Officials say that only fish is exported to China after processing in Cox’s Bazar. Export quality to Europe and America cannot be maintained due to weak processing infrastructure. Almost all fish processing and export is done by the private sector.

According to the Export Promotion Bureau (EPB), Bangladesh earned about USD 530 million from exports of fish and allied products in the fiscal year 2021-22, which is about 12 percent higher than the previous year.

Ashraf Hossain, senior vice president of Bangladesh Frozen Food Exporters Association, an organization of frozen food exporters, told Prothom Alo that BFDC processes fish nominally. There is no proper utilization of their capacity. Almost all fish processing and export is done by the private sector.

BFDC has constructed Trawler Construction and Repair Center (Multichannel Slipway Dockyard) at Chittagong Fishery Port at a cost of about Tk 43 crore. There are 48 trawler or vessel repair (docking) facilities per year. Officials said it was inaugurated in 2019. 32 trawlers/vessels have been repaired during the last financial year.

Reduced ice production

Eight of the fish landing centers have their own ice plants. Ice production in these mills is decreasing. According to the annual report of the ministry, the ice mills produced 15 thousand tons of ice in the fiscal year 2019-20. In the financial year 2021-22, it decreased to about 11 thousand tons.

Some ice machines are broken. Also, BFDC officials said that ice cannot be produced at full capacity due to the breakdown of some machinery and equipment. For example, Barguna’s Patharghata fish landing and wholesale fish market ice mill has been broken for 10 years. There comes fish from Bishkhali, Dhaleshwar, Payra river and sea. Traders buy ice from private ice factories.

‘The price of fish is high’

BFDC has been selling fish in the capital for 14 years. Now fish is sold in 8 ‘fish vans’ of the corporation in 15 places in the city. Officials said that they get profit by selling fish. However, some buyers complain that the price of their fish is higher than the market.

Mansoor Rahman Khan, a retired teacher of Bir Shrestha Munsi Abdur Rauf Public College, was returning from the fish van of BFDC on March 27, weighing 3 kg and 160 grams, at 6/A of Dhanmondi in the capital. The price per kg has fallen to Tk 530. He told Prothom Alo , ‘The quality of the corporation’s fish is good. But the price is high. So don’t buy regularly.’

According to the market price list of the government agency Trading Corporation of Bangladesh (TCB), on March 27, the price of roe fish in the Dhaka market was Tk 350 to Tk 450 per kg. When asked why the price of the corporation’s fish is high, the sales representative of that fish van in Dhanmondi, Faisal Kabir told Prothom Alo , ‘We do not sell without safe and local fish. The price is a little high for this.’

No research

The BFDC says it discovered four commercial fisheries in the Bay of Bengal between 1966 and 1972 in collaboration with the Food and Agriculture Organization of the United Nations. After that, they could not even do such research, which is one of their tasks.

Ashraf Hossain, senior vice president of Bangladesh Frozen Food Exporters Association told Prothom Alo that BFDC could not pay the workers due to mismanagement. Now the situation has improved a bit. By doing dockyard, they are earning by renting land and other properties. But they are lagging behind in the development and patronage of fisheries sector.
