Sub-section (1) of Article 74 of the Constitution states, ‘At the first session of the Parliament after any general election, the Members of Parliament shall elect one Speaker and one Deputy Speaker, and if any of these two posts become vacant, within seven days, or if the Parliament is not in session during that time, at the next first session. One person will be elected from among the members of Parliament to fill it. ‘

According to the Rules of Procedure, the name of a Member of Parliament to be nominated as Deputy Speaker in a Parliament session is to be proposed by another Member of Parliament. His proposal will be seconded by another MP. The Speaker will then vote on the proposal. The new Deputy Speaker will be elected by passing the voice vote. Later the new Deputy Speaker will be sworn in by the President.
